A lot of you guys, are struggling to achieve 30 FPS in GTA V on HD 4000, but by using some low end mods you can achieve that but that makes your game looks shitty!
I bring you guys only setting.xml file that would increase your FPS around 30.
INSTALLATION
Only replace your Settings.xml file in C:/Documents/Rockstar Games/GTA V with the one you downloaded.
Rename the settings.xml(30FPS) file to "settings.xml" . .
CHANGELOG:

Included commandline !!
My SPECS:
CPU- i3-3110M
GPU- Intel HD 4000
RAM- 8GB
Windows 8.1
AVG. FPS BEFORE - 18-23
AVG. FPS AFTER - 28-32

That made it lag even worse, maybe because it didn't disable shadows by mistake or it's actually made like that.. But i guess i'll just play it like that how it was, still getting fps to 9-23, i barely get 30 in some other places but the lag is the most on when you're in Trevor's safehouse in the garage. Screw it, it's better to get a new gaming pc.
