2. open OpenIV, navigate to 'dlclist.xml' in "mods/update/update.rpf/common/data/". Add "< Item>dlcpacks:/rh8jp/< /Item>"

Not realistic! The vehicle with that license plate is a GTR R35, and I have that. (I can see you are trying to make that car without that model) And the lightbar is incorrect. I can provide the light bar for you if you want.
