This is my take on a Black and White LSPD Tahoe.
This is just a SKIN
To install you need to first install the actual vehicle model

How does one convert a .PNG file into a .YTD file, seriously, just upload it as a .YTD file.
@MobWulff Well you can't directly convert a .PNG to a .YTD you can use the Nvidia Photoshop plugin to convert a texture into a .dds file and then using OpenIV put that into a existing .YTD. But you don't even have to do that because OpenIV supports replacing textures with PNG files as well.
Oh, well I didn't know that.
How can i install skins? i followed the path but im stuck
