You are the man! Finally, someone actually makes a replacement with LODs. What is the point with add-ons ? You idiot, you spawn a vehicle that you will be driving, so the LODs are useless!
Ok, pushing the ped spawn out can be done, but this will not be something you can do over a weekend. This took me several months of my life to do,as the map is just SO big. All these peds are scenario peds - both stationary and walk-types, which are manually placed spawn points using CodeWalker.
By manually creating these spawn points further out, you will find new anomalies that will look even stranger, which will then be, where ever you are on the map, peds are always far away from you.

@sob Just keep me in the loop. It is nothing for me to do this for you if you want/need me to do it. One thing that just crossed my mind, is that with cars, they don't spawn before you like peds do. The vehicles are not "forced spawned" the way my peds are - with high-priority flags. Vehicles are always just there, where peds spawn in as you move around the map.
