Takes all law enforcement units (excluding the police bike and police transport (@PoliceBike36 is working on it)) and changes the primary livery colour to black, for that clean, natural looking feel, that will never look too bright.

@player2 Maybe remove these liverys and the light at the roof at first, because these look like you painted the vehicles with any trainer black.
