Improved handling for 2016 Chevrolet SS

Features of handling:
- Less slidey unlike the original one, less burnout on the start
- Balace between real life and GTA 5
- Stock car top speed - 275 kph
- Tuned car top speed - 300 kph
Installation:
Run OpenIV for GTA V, than go to: mods > update > x64 > dlcpacks > 15css > dlc.rpf > data - and replace file handling.meta
