I had the new Launcher and Script Hook all working this morning so the Launcher isn't the issue it's this afternoons' update to GTA V is and so once again we await for Scripthook.
With the latest Windows 10 October update, asi loaded prevents GTA V loading. Remove It it starts but no mods. It isn't ScriptHook or its DDL it is Scripthook.net that is the issue.
@Juim1j I have always simply kept an alias of the GTA V folder on the desk top and dragged dinput8.dll and ScriptHookV.dll out to go on line and back to use mods in Story Mode. Seems far quicker than even using a Mod manager. That said dealing with OpenIV changes is a different matter as ImnotMental points out.
@PNWParksFan Gotchya. I kind of figured that out after a while. I was comparing with the mod called No Water + Tsunami which obviously uses a totally different approach. That one is great fun for diving on the city but unfortunately crashes a lot plus no toggle on and off like yours.

I'd happily pay MAFINS for Menyoo. Without it Offline is not the same by a long way, nothing comes close.

Same here, been using Menyoo for a long time now. Not working since today's new Scripthook.
