@Get_Gibbed so strange... so the handling files responsible for modifying the handling are there. dont know what causes the problem... probably some script from the other mod that make this vehicles use another handling line... just betting here

@Get_Gibbed just installed my gta again here to test it, and just did 280 kph with the elegy, 290 with the cheetah classic and 350 with the xa21. are you sure its not working? try installing the mod again with the updated OIV version, it should work.

@xcaps the only values that I have knowledge are the speed/horsepower ones, those are the only ones that I tweak, precisely because they don't affect the original 'feel' of the original handling lines, which are made specifically for the GTA vehicle models (the main goal of this mod is maintain this original feel, just add real speed values to it).
So, I don't know about other values that affect the feel of the handling. But if you wanna reduce the speed of this mod you mentioned, you can try to reduce the following values: 'InitialDriveForce value' (refers to engine horsepower); and 'InitialDriveMaxFlatVel value' (refers to gear ratio/top speed). Also, the 'InitialDragCoeff value' can change the speed, but give priority to the ones I listed before (anyways, you can look it up in this mod you mentioned to see if the drag coefficient value is close to 1, anything too much above that makes the handling very unrealistic, gives that annoying speed block that GTA original handling have - something that a modder with less knowledge could have compensated increasing too much the other two values I mentioned above).
Summarizing: the values that affect speed/engine power are: InitialDriveForce, InitialDriveMaxFlatVel and InitialDragCoeff, anything beyond that I don't have knowledge, never tweaked other values (by the way, I don't even tweaked the InitialDriveForce value, because I wanted to maintain the handling as original as possible, and the original values from the original GTA handling are more than enough when combined with reduced drag coefficient and decent gear ratio/final speed value).
Anyway, what I recommend you to do is use the handling line from the addon mod you are using, only tweak those 3 values I mentioned to obtain a decent speed/acceleration for your taste. Or, if the handling from the addon feels bad even with decent speed, you can try to use a handling line from this mod to see if it fits the addon, I'm only guessing here, but the chances of a handling line, like, the Infernus one, fitting better for a Lamborghini/rear-engined supercar addon mod are bigger.
