When I access somewhere, for example the casino, my character falls into limbo and teleports, making all the NPCs teleport with me, can anyone help me!!!!?

I'm having NPCs and vehicles being generated on the map, sometimes right in front of me this is ridiculous, some don't move and just stay there. Is there a way to disable this function?!
