This is not military/army Base.This is a Cave :)

Installation
If you don't have Map Editor by Guadmaz,first you must download it.

https://www.gta5-mods.com/scripts/map-editor

Place Cave.xml into your GTA V folder,then in game press f7 to open map editor main menu,
then select load map,type "cave" enter,wait the loading,go to loation [Location in screenshot]. Enjoy :)
